Even after enabling the necessary extensions (php_pgsql, php_pd_pgsql) sometimes it is experienced that the php could not find the PostGre SQL specific libraries and as a result following error is encountered.
As a quick fix to this issue one may copy all the dll s present in the PostGre SQL installation's bin directory to the Windows directory in the OS installation drive. Though this may be the most ideal solution for this yet it works and may sav a few head banging minutes a developer's life.
